A physical Ethernet link is only one layer of a diagnostic connection. Addressing, routing and diagnostic access still have to work.

What to check next

If the interface reports a link but the vehicle cannot be diagnosed, record the exact stage that fails. Separate vehicle discovery from module identification and an actual diagnostic operation. This prevents a laptop setup issue and a vehicle communication fault from being given the same description.
