A brief current rise while a motor starts is different from a motor remaining unable to turn. Duration and actual movement are essential parts of the diagnosis.
Interpreting the evidence
Record the complete start-up and compare it with a suitable reference or specification. Check the mechanical load and supply path before concluding that the controller cannot provide enough power. A sustained abnormal condition should not be repeatedly provoked just to collect another trace.
Keep this evidence
State whether movement begins, stops part-way or never starts, and send the original recording.
The safe operating time depends on the motor and system. Do not hold a stalled actuator powered as an informal test.
