A blower that responds at maximum speed but not lower settings has a useful control pattern. It does not automatically prove that one familiar resistor part is fitted or faulty; electronic blower designs vary.
Compare every normal setting
Record whether automatic mode behaves differently and whether the display changes when speed is selected. Mention water entry, filter work or a previous motor replacement. Stop using the system if there is burning smell or overheating.
The workshop should identify the actual motor and control arrangement before testing. Ask whether the command, supply and motor load were assessed. Replacing a control component without considering an abnormal connected motor can leave the cause unresolved. Send the complete system details rather than ordering from symptom alone.
