Underboost and overboost describe different recorded conditions. Neither code alone tells you to replace the turbocharger, actuator or ECU. Start with the complete scan, engine identification and the conditions under which the warning appeared.
Distinguish the codes
P0299 concerns underboost in a turbocharged or supercharged system. P0234 concerns an overboost condition. Keep any manufacturer suffix and accompanying codes.

What an actuator does
HELLA describes boost-valve actuators that control exhaust flow to the turbine through valve positioning. This explains one control function, but the installed turbo system and actuator design must be identified for the specific vehicle. Source: HELLA actuator product information.
A control component works within a complete air, exhaust and engine-management system. An actuator label is useful for an electronics enquiry; it does not establish that every boost problem originates inside the actuator.
Build a useful report
Describe when the warning occurs: initial acceleration, sustained load, after warming up or intermittently. Include existing requested-versus-measured boost data with units and conditions if the workshop has recorded it. Note any actuator-position test and the technician’s interpretation.
List turbo replacement, actuator replacement, intake work and software changes. Include both turbo and actuator identification where available. If a replacement was installed, explain whether the original symptom changed and whether the vehicle-specific setup procedure was completed.
Agree the electronic repair scope first
Ask the workshop which evidence supports an electrical or electronic fault and which other system checks have been completed. Do not force actuator linkages, adjust stops or repeatedly provoke reduced-power operation to gather information. Follow the vehicle’s warning instructions.
Use complex electronics diagnostics to discuss uncertain causes, or send the actuator and vehicle details for a suitability check. Mechanical turbocharger work and an electronics assessment have different scopes; ask before removing or posting an assembly.
