A cooling fan running strongly on a cold engine needs the engine state and control evidence recorded. Fan operation alone does not prove that the fan controller is defective. Stay clear of rotating equipment; it can operate unexpectedly.
Define the behaviour
Does the fan start as soon as the ignition is switched on, only after the engine starts or after a particular climate request? Include temperature readings and fault descriptions already obtained by the garage. A dashboard gauge position is not a substitute for identifying the data used by the control system.
Preserve recent changes
Mention sensor, cooling, air-conditioning, wiring or ECU work. Record whether the fan behaviour began before or after those changes. The assessment should establish what operation is being requested and whether the fitted circuit responds correctly, rather than infer a failed module from the noise.
